In a dystopian world where the streets are ruled by the mysterious drug known as 'glow', Walter's brother Eugene unexpectedly shows up at his door carrying an invention which allows him to erase near by persons' short term memories. While experimenting and testing the limits of his new device, Eugene must set aside his love of glow, his unrequited love for the beautiful Sheena, all the while running from the Meyers gang, who has put a price on his head.
